Eind 2018 viel de vorige regering over de goedkeuring van het Global Compact on Migration van de VN, beter bekend als het Marrakeshpact. De Verenigde Naties wilde migratie daarmee doelbewust stimuleren. Met het Marrakeshpact in de hand kunnen staten door activistische rechters en soft law verplicht worden om hun grenzen te openen voor migratie.
